well because your body has it's limits to how far it will grow. it grows back when shaved because the hair foccile is growing back. but when it is done growing, it can't grow anymore.

Genetic information on the type of hair that is there. Shaving will give coarser hair. no more no less.

I have never reached the point that my pubic hair has actually stopped growing. It has gotten really bushy, and I was tired of it, so I had a good trim. I think what happens is that the hair is caught in your underwear and legs and gets pulled out if it gets so long. So it is always growing, but never gets terribly long.
